How do state term contracts work?

After the award, any eligible agency can buy from your listed prices with a purchase order. No new bid. The state already did that work.

That makes timing the whole game. A category may open once every three or five years. Miss it and you wait.
So work backwards from the calendar. Find who holds the current award, when it expires, and what the state asked for last time. Most states publish all three. Texas runs its technology version through DIR cooperative contracts, and its general goods through the comptroller purchasing office. Virginia posts its solicitations on eVA.
If your category is crowded, consider a reseller path first. Holding a distribution agreement with an existing awardee can get your product on the schedule years earlier than a fresh award would.
